Ginger Fay Quinn is a highly regarded traffic engineer with a career spanning over four decades. She started her career in 1981 at the Blue Ridge Parkway under the U.S. Department of the Interior, where she worked as a flagger, sign fabricator, and highway maintenance worker. From 1993 to 2018, she held various positions with the Virginia Department of Transportation in Salem, Virginia, including sign fabricator, work zone traffic control coordinator, assistant state work zone safety coordinator, road design engineer, and traffic engineer.
During her tenure, Ms. Quinn was responsible for conducting field reviews and work zone evaluations, developing work zone safety training courses, investigating traffic issues, analyzing accident data for road safety improvements, and overseeing roadway designers. She gained extensive knowledge in roadside safety hardware, design, and technical planning. In recognition of her exceptional work, Ms. Quinn received the Commission Award of Excellence from the Virginia Department of Transportation and the National Safety Award from the American Traffic Safety Service Association in 2019.
Ms. Quinn pursued higher education while working at the Virginia Department of Transportation. She earned an Associate of Applied Science in information technology from Virginia College in 1994. She also obtained certifications as a traffic control supervisor from the American Traffic Safety Service Association and as a water safety instructor from the American Red Cross. In 2005, she graduated from the National Business College with a Bachelor of Business Administration.
Since 2022, Ms. Quinn has been working as a road design standard engineer at the Virginia Department of Transportation. In 2018, she also became the owner of Restoreth Sound and Vibration Healing LLC. Outside of her professional responsibilities, she serves as an independent swim teacher and is a member of the United Women in Faith. Ms. Quinn has been involved with the Ronald McDonald House in Southwest Virginia for several years.
Ms. Quinn attributes her success to the influence and encouragement of her mentors, who have motivated and challenged her to excel in her field. One of the highlights of her career was receiving the National Safety Award from the American Traffic Safety Service Association, nominated by her boss, David Rush, with whom she worked from 2007 to 2018. In the future, Ms. Quinn aims to become a professional engineer and pursue her degree in professional engineering.
