Sam’s leadership empowers Woolpert to expand its reach, establish robust partnerships, and offer state-of-the-art solutions to our valued clients.
Professional Engineer Sam Talje has been promoted to the position of Market Director for Woolpert’s South Region, where he will manage the firm’s strategy for water and transportation services in Texas. With over 30 years of experience in civil engineering design, construction projects, leadership, program management, and budget planning both in the private sector and with public agencies, Talje was an executive vice president and the chief business development officer at CivilTech Engineering, which Woolpert acquired in 2021. Talje specialized in drainage design and flood-risk management, with expertise in dynamic hydrologic and hydraulic modeling, civil infrastructure design, and capital improvement planning for urban watersheds, and transportation improvements.
Before joining Woolpert, Talje served as the Director of the Water Resources Department for the Texas Department of Transportation for more than two decades, where he led planning, design, engineering, construction, and survey staff. In this role, he also developed and managed all interlocal agreements between TxDOT and local government agencies on joint-venture drainage and roadway design engineering and construction projects.
Talje highlighted Woolpert’s advanced technologies across markets as an advantage and huge benefit for the region.
“Woolpert’s additional capabilities for the South Region in the geospatial and federal markets will allow us to compete on many coastal resilience projects,” Talje said. “All the new technology positions us against our top competitors and enables us to be stronger teaming partners.”
Bryan Dickerson, Woolpert’s Vice President and Director of Operations for Infrastructure, said that Talje demonstrated exceptional leadership and team-building at TxDOT, CivilTech, and Woolpert.
“Sam provided consistent, progressive leadership before and throughout the integration of CivilTech into Woolpert, both internally and externally,” says Dickerson. “By assuming the role of marketing director for our South Region, he will benefit clients and Woolpert staff across the country, positioning us for further success, growth, and innovation.”
Kirk McClurkin, Woolpert’s Chief Operating Officer, said that Talje’s expertise in the field and the region highlights Woolpert’s commitment to quality.
“The need for new and improved infrastructure throughout Texas is evident, and we have formed a team that supports everything from highway programs to airport enhancements to broadband expansion to drinking water system upgrades,” McClurkin said. “Sam’s leadership empowers Woolpert to expand its reach, establish robust partnerships, and deliver advanced solutions to our customers. We are pleased to see him in this role.”
